Is this heatsink enough to keep it cool or would a watercooler be recommended?

Seems like it would be cool enough with the Wraith cooler. Kyle from Bitwit did a video on it on YouTube. If you need to watch that you can. I have it myself and have had no issues. Kyle ran GTA V while live streaming it, and with chrome open. Saw 61C at 100% fan speed (which isn't load surprisingly). That was overclocked to 3.9 ghz at 1.365 volts. So this is plenty. And if you have an rgb compatible board, the wraith cooler has an rgb ring that looks beast.

My main focus on my new build is for VR, can this processor do that better than the 1800x?

Its essentially the same CPU as the 1800x core and thread wise but it has a slower clock speed.

If you can overclock your pc then this has more value as it will reach the same clock speeds as the 1800x almost all the time.

Generally for most if not all setups this process was simple and painless as setting CPU voltage to a safe range and changing CPU multiplier setting 
A.d advises no more than 1.35v for extended periods
And that should give u 3.8-3.9ghz on all 16 threads

Faster and more affordable than i7-7700K??

The 7700k can't stream your game while you play the game with music running in the back ground with your PC on the internet, the game will have serious lag issues, but with this CPu you can do all of that and the game runs very smooth. if your gonna just play the game the 7700k is a tiny bit faster like 5fps faster, also with AMD the AM4 socket will be around for long time with intel every other new CPU they force you to buy a new Motherboard to run it.

Is this CPU capable of 3.7 Ghz with just the stock Wraith cooler?

Yes. I'm using the stock cooler on this chip and got 3.8ghz at 1.34 V.

I don't remember if the stock is 1.2 or 1.25 V, but my max voltage is 1.384 and max temperature is 79.0 C -- I'm really not pushing it and, actually, don't think I got especially lucky in the silicone lottery.

I used the Asus 5-way Optimization (really really easy and almost impossible to mess up) on my Asus X370 Prime motherboard - a good B350 motherboard should actually perform the same for moderate overclocks like this one.

depends on what your looking for, its def amazing value if ur looking for a 65w chip with muscle no questions but its peak 3.7 might leave you wanting for more if u have that high end video card for gaming

i still use mine cant find any reason to upgrade to a 2700 at all

Does Ryzen work with Windows 8.1 or is it exclusive to Windows 10?

AMD had originally stated that it would be Windows 10 exclusive but if you download the Ryzen driver from their website they support both Windows 7 & 10.  From everything I can tell, chipset wise, its only supporting Windows 7 & 10.

The motherboard I have, the MSI X370 Gaming Carbon Pro, has Windows 8.1 drivers but that is only for the on board items and not the chipset.  If you want to stay away from Windows 10, and have a Windows 7 key, I can confirm that Windows 7 runs beautifully.  In some cases, better than Windows 10.  Hope this helps.

Are people getting the fixed version 1725 (week 25 of 2017) or newer yet?

Just so users understand this question...

Ryzen CPUs diffused before week 25 of 2017 generate hardware faults under heavily multi-threaded loads on linux. If you buy a boxed Ryzen, there is a clear window over the heat-spreader, and you can see printing on the heat-spreader without even opening the box. There is a line which looks something like:  UA 1706 PGT . (The last 3 letters are variable and indicate diffusion location, foundry, and assembly location). The 1706 means that the die was diffused in the 6th week of 2017. The questioner wants to know if anyone's Ryzen is a 1725, which seems to be the date the hardware fault issue was corrected.

I just checked at an electronics specialty retailer and their Ryzens are 1715, and so still have the hardware fault issue.

Turbo boosts to up to 3.7 GHz. How do I utilize Turbo?

It's automatic like intel speedstep. During higher workloads the cpu will boost speeds. However if you overclock the cpu then this currently does not work correctly in the bios of most Ryzen motherboards. Certainly this does not work well on my MSI regardless of what power setup I choose in Windows 10, balanced or high power!!! #updated_bios_please

The Ryzen 7 1700 is a second generation AMD CPU. The first number in the "1700" signifies the generation. So for a 1700, it would be first generation. For anything that would start with a 2, such as a 2700, that would be second generation.
