Does it have pre-applied thermal paste?

No it doesn't. It comes with a small tube of MX4 that you apply yourself. Do yourself a favor and get some Thermal Grizzly Kryonaut to go with this AIO. It's worth the price.

Does this come with the LGA 1700 kit?

The product requires extra LGA 1700 brackets, which you need to contact the manufacturer to obtain.
