Will these work on an old intel optiplex with the green 1/8" rca female plug?

Besides RCA inputs, Logitech Z333 has a hard wired cable ending in a 1/8" stereo (tip/ring/sleeve) male connector for input. This will work with the green ringed female connector on your computer. Alternatively, you could use a cable having a 1/8" stereo tip to RCA male connectors, but this isn't necessary; the cable included with Z333 works just fine.

Do they include any cables?

Yes, cables are included to connect computer to sub and then from sub to satellite speakers. The volume control is also cabled and works great.
