I have an early 2009 mac pro that I want to upgrade my graphics card to a GTX 6600. Will this power cable work to provide power to this graphics card?

This is just a PCIe extension cable. If you dont have a PCIe plug on your psu wiring you will need a 4 pin molex to PCIe adapter cable.

I need another two cables to reach from my modular power supply to my second graphics card. will this accomplish that?

Yes it will, as long as your card uses 6 pin connectors. (PCI Express slots provide 75W of power, 6 pin connectors each add an additional 75W of power while 8 pin connectors add 150W.)
