Does this come with a fully loaded set of cartridges?

This printer comes with a set of cartridges bearing the part number of the standard yield cartridges. It is undetermined how much toner is actually in them from the factory when provided in a printer. It has been "cried out" in reviews before that the yield is less than a standard cartridge because it is provided in the printer as a "starter". Obviously the yield is relative to the type of output the user sets their printer to as well as the content of the print job so it is difficult to gauge what the initial yield is for this printer with the included and installed cartridges. I am happy with the output quality of this printer for what I paid ($169) regardless of the cartridge yield. Vendors such as Meritline sell cartridges for a very reasonable price especially when purchased in combo bulk packs.

Does this printer come with toner cartridges?

Yes. The printer comes with a starter cartridge for each color. I do not know exact page count per toner cartridge, but the printer only works if all toner cartridges are not empty. In my case, black ran out first two months with medium printer usage, so plan accordingly.

it this compatible with Windows 10?

Works fine for me using Windows 10. There is an occasional hiccup where we can't print (jobs never make their way to the printer) but then I just set the port to the printer's IP address rather than Brother's print server, and I'm back up and printing.

Is this a new item?  Are toner cartridges included?  What is in the box?

What's in the box?
Of course the printer is in the box. Power cord, Install/Driver disk and owners manual. The toner cartridges appear to be full, standard cartridges. I don't believe they are "Starter" cartridges that have less toner. The toner cartridges are already mounted to the drum units. You will have to remove some packing materials from the drum units and transfer belt, before you turn it on. The install/driver disk does most of the work and allows you to choose wireless or two kinds of network connections. 
It's a great printer for GENERAL color work, but will not produce full photo quality color prints. If you're looking for photo quality you will need to look at a Photo Ink Jet Printer.

Ink? This is a laser printer.  It does come with cartridges as do all printers I've ever bought so I'm wondering if that is the answer you're looking for. Feel free to ask again if this isn't what you wanted to know.

Yes, the printer comes with a complete set of 4 "starter" cartridges, which are not as big as regular cartridges, but which last a relatively long time for starter cartridges. I bought my printer a year ago, and am still on the starter color cartridges.

Yes they are!

BTW:  we're very pleased with this printer.  Quality is excellent and never have to worry about dried out inkjet cartridges.  We can print wirelessly direct from iPads.  It powers itself on and off automagically.   We'll buy high capacity cartridges when needed.  Cost per page is a bit high when counting only the consumables, but factoring the low cost if printer and our light use, this printer is cheap! It' also small and fits our home office well.  No more ink jets for us!

Does the HI-3170cdw also make copies from paper originals?

You need a separate scanner to scan in an original photo. When printing, the default settings will not give you a photo quality print. You must change them to get the best quality output...still not photo quality but very good.

My last brother laser printer has a toner problem where all the toner powder would leak from it's cartridges and mix with each other. So all the pages printed were all the wrong color with specks of powder burned all over the pages. After changing the toners a couple of times. Does this model have this issue? And are the toners easy to change? My last model has this dock that slides in and out that holds the toner and it was a pain to slide in and out.

Have only had this unit a few weeks but have had no issues of any kind.  Toner cartridges (4) are easily accessible through the top of the printer and can be changed individually without taking them all so far no leaking, streaking of any kind.  Printer was a snap to setup wireless and my iPhone, iPad and PC have no problem printing to it.

I had a brother HL-1240 monochrome laser printer for 12 years prior to this one and only had a problem with streaking if I went cheap and tried to use a refilled cartridge.

Did this come with the toner or do I need to buy them separately??

It comes with "starter" toner. Google them and you can reset them when they say they are empty - there is probably still a significant amount of toner inside. I believe they just count pages and such to estimate when it is empty.
