will this work with usb 3.0 ?

It will plug into any standard USB port. It comes with an adapter to plug into USB-A 2.0 and 3.0 ports. But it natively supports USB-C. Note that it's only powered by USB, and your sound signal must still come from a 3.5mm stereo output.

How do you get the speakers to play do you just need to plug them in? I connected them and no sound/

Yes, they need to be connected. You must also select the output. On Windows, you would click on the speaker icon at the lower right corner of the screen, then click on the "up arrow". It should display the available speaker outputs of your computer. If you don't know which one it is, then try them all, one at a time. I hope this helps
