Can i use this to add usb 3.0 slots??? i have a rosewell 4-port external usb 3.0 pci-e card.

Yes, but depending on version of PCIe your computer is equipped, bandwidth will be limited. V.1 = 250MB/sec V.2 = 500MB/sec V.3 = 980MB/sec for the PCIe x1 adapter card. USB 3.0 potentially communicates at 625 MB/sec. One USB 3.0 can nearly saturate one PCIe x1 v.3.

I have a small form factor MoBo with a GPU that takes up 2 slots, thus can't get to the other available PCIEx1 slot that I want to use for a Sound Blaster sound card. Is this what I need to be able to have the slot moved so I can use the Sound Card?

Yes. I used it on my friends Computer due to the same Issue. He has a XFX Radeon RX-550 and the heatsink covers the x1 lane where we were going to put a WiFI card into but had to move the slot below the motherboard to be able to utilize the WiFi card. So It will move it within the limited Lenght of the Included USB cable that connects the card to the adapter for the data connection.
