will it reach 400'?

400' is nothing for this system.  it is designed for distances in the low single digit miles with clear line of site.  i have it mounted between two buildings at about 1500' going across a busy highway and achieve signal strengths in the -55dBm range.  unless you have a metal building in between your 400' wireless bridge, you won't have any issues.

Can you add a non POE AP on the inside of the building using the secondary POE port?

What you are referring to as the secondary POE port on the antenna is actually just a LAN connection (no POE) and yes you can connect anything that you want on the same network to it.  The POE injector has two RJ45 ports on it, one is incoming from LAN and the other is outgoing to the antenna (with power on the POE pins).  You connect this outgoing to the POE port on the antenna which powers the antenna and also connects the LAN to it.  Then there is only one port left on the antenna labeled LAN.  This port acts as the 2nd port of a two port switch.  You can connect anything you like to it and it will wind up on the same LAN.  The config has VLAN options but I'm not sure if you can isolate this port on a VLAN or not.

Does this kit include all items necessary to setup a bridge; ie., are there two EnStationAC's, two PoE injectors, etc.?

Yes.   It contains two of everything needed to set up the bridge connection.

Can this product be configured to only receive or only send?

Yes, EnStationAC Kit can be configured to only received or only send. Go to the Operation Mode screen. Set the EnStationAC into "Access Point" mode, that allows wireless devices to connected to a network. Also, you can set the EnStationAC into "Client Bridge" mode, that allows this EnStationAC to connected to AP.
