HOW DOES IT WORK ? I TURNED IT ON IT IS NOT WORKING

This thing is pretty simple. It must be plugged in with a USB cord running from the back of the fan unit to one of the USB plugs on your computer. The computer must be turned on and operating. Then you just flip the switch at the back and away it goes. If you have done exactly what I described here and the fans fail to spin while the blue lights are on, send it back...it is defective.
