I plan to use this with Steamlink which is hooked up to my TV. I returned the last keyboard I had because it would not let me untoggle the "Fn" key. I want to be able to use the F1-F12 keys normally without having to press the "Fn" key as I am not interested in the special functions. My question is: is the "Fn" key toggled on by default?

If I am reading your question correctly, you will always have to push the Fn key if you want to access the secondary actions of F1-F12.  F1-F12 are the default behaviors of the top buttons.
