Yes. Your software has to be programmed to use it. Firefox used to go into a scroll mode when you'd put the pointer on the scroll bar and click/press the wheel that would make moving the mouse the scroll instead of left button click and hold, then move the mouse for down or up. That function was lost in one update to Firefox or another. It still works that way in Internet Explorer (version 11).
