Cant seem to find the info. Is this a solid or a "spinning" type drive?

It is a SATA (Serial-ATA) it's spinning. I've had mine since the latter part of last year and so far it's held up well. Not the fastest drive but does what I need it for.

is this compatible with my windows XP machine?

Don't believe that the hard drive has anything to do with the version of Windows. As long as you have the USB 3.0 port, that should be it. Used it for Vista and Windows 10.

Would this be bootable on a Mac? I want to Install Windows 7 for a Macbook Air.

I'm not a Mac user, but I'd point out that this is an external drive which is designed to be used as 2ndary storage, not your primary boot drive. Whether you can configure it to boot under the Mac OS I don't know..but I would not recommend it unless you have a special circumstance that mandates you have to use the drive in this manner. For a boot drive, you'd want to purchase an internal SSD (solid state drive) and make that drive your boot drive. Trust me, you'll be glad you did.
