are these legal in CA. Are they UL approved?

I can't say if they're legal in CA but there's nothing in them to make them illegal.  They don't contain any hazardous materials and they're electrically passive.  All it does is change the type of bulb one can use.  As far as UL approval, if the item is mfgr. in China UL probably has not tested it.  We've had one of these installed for 6 months and had no problems.
