Can the top half of the mount be removed, aka only act as a 2 monitor mount? Judging by the pictures, it looks like yes, it can, but I'm asking just in case, to make sure. I'm planning to have 2 monitors for now, and eventually move up to 4.

Yes, both the lower and upper horizontal mounting assemblies slide on with clamp-able rings over the vertical post, and then they get tightened in place. You could certainly just not use or attach the upper-arms for the upper two monitors. Generally speaking I am very happy with this product, especially for its comparably low cost. As some other views mention, it is kind of a pain to get assembled and especially positioned exactly how you want it, but this is mostly a good thing as you have a great deal of adjustments you can make to get things as you want them; height, angle, tilt, etc. Just be patient setting it up!

Quad monitor free-standing mount (model STAND-V004F) made of high-grade steel and aluminum from VIVO. Every joint is able to be tightened, so you can adjust exactly how fluid/stationary you want everything to be.
