Will this work in a PCIe 2.0 X1 slot at a slower speed?

If it's PCIe 2.0 x1 with no limited (so you could physically insert it to it) it would depend on SSD. From my past experience usually PCIe standard have backward compatibility and also have lower lanes compatibility as well. So I would say with 99% probability it should. 
P.S. These(and most of others) adapters just a 1-to-1 lanes provides just connectivity and there is no IC on them, only capacitors and power regulators.

Question 2

Hm.. Can’t detect drive when installing Windows.. NVMe 2280 ADATA drive.

BIOS updated, messing with BIOS settings for hours now..

Thoughts?

Depending on the OS and chipset. I was able to boot Windows 10 using an i7 3770, P8Z77-V LX board with 950 Pro SSD. The board was able to see the m.2 SSD as a bootable PCI device in bios. There was a device driver for the SSD from the manufacture, might need it on a USB flash drive to even get windows see the media during the install.

Question 3

is the connected drive detected by the bios wether legacy or UEFI?  Curious if you could boot from the drive installed on the card.

That depends on your motherboard manufacturer. You would need to find out if your motherboard capable of booting to a pci-e device.
