Does this come with the cooler fan?

This came with the single blower fan inside the card, I have mine max volted under stock bios, 2050Mhz core clock speed, Stays under 60 degrees Celsius with a 91% fan speed in a controlled and cooled atmosphere, This is in regard to the manufactures refurbished card i received from computer headquarters.   mine is paired with a MSI MEG z390 MOBO and a EVGA 850 watt platinum PSU on a Tripplite Uninterrupted power supply.

Is this considered a 1080ti founders edition? I am looking for a compatible water block but I am having a hard time.

I believe it is. I'd check if the water block you're looking at is compatible.

I'm using the EKWB Fluid Gaming block and on their site it's listed as compatible. I put it together and it's been good the last few days.
