Can I use this to connect a VHS Player to my computer using Windows 10? I'm trying to digitize old tapes. Thx

I am sure you can,  I used it to make copies from a camcorder to the usb port of my laptop windows 10.  I got great results!  And please let me say this, windows 10 is terrible with all of the updates, and you cannot stop them.  Microsoft should be ashamed of themselves.

Does this convert analog to digital?

Yes, it does. And it does a fine job. I bought this as a replacement for my old Pinnacle capture device and found out this one is simpler and quicker. Sometimes though the software will play tricks on you and will show you the tape as defected while the camera monitor will show it fine. At that point just disconnect the whole thing and restart. The image should be fine again.

will this transfer mini dvd-r to computer?

Using an interface like this (Analog) would result in a severe reduction in quality. Digital Video (The D & V in DVD-r) is already digitized, so re-recording does nothing for you.  Use a DVD player on your PC and simply copy (Drag-Drop) the files from the DVD to your hard drive.  If you need to modify the format (ex. MOV to MP4) you will be much better served by using a program to do it.  Depending on the starting and ending formats, there are several apps available.

how i can change the 50 to 60 Hz? cause in setting you can chose make a apply but he always keep 50 Hz
