Yes - We have mounted an 18.5" monitor and I estimate that it tilts approximately 15 degrees up and down from the center position. Very well made also. We have used a number of them in industrial machine vision applications.

I have a 26" TV Samsung will this mount fit?

It wil if the the distance between the mounting holes is 75mm or 100mm. The arm itself will hold much more weight than it is advertised to. The only question is whether your monitor/tv will bolt to it.
