Yes, the printer includes a toner cartridge with it. Note that nearly all printers come with toner, but typically it is a low capacity "starter" toner that will need to be replaced sooner than normal.

is this printer capable of printing on 11X17 paper ?

You can customize the tray(s) to do legal (8.5 x 14), but there's no 11x17 option. Unfortunately, with Xerox, I think you need to step WAY up to a 5000 series to get 11x17.
