Yes, a SATA hard drive dock  will plug it into your USB port.  If you have USB 3 be sure the dock is USB 3.  It will be noticeably faster.

Would be great for home/office security camera dvr system. It is a "surveillance" rated, which means it's designed to run 24/7 constantly reading or writing in a linear/sequential manner. It would be good for video editing and backup storage. You would want to look for a desktop, enterprise, or server-rated drive for any application where there's a lot of seeking and fragmented read/writing (as would be on your desktop machine or servers)

It will work. Please note that you will not get the full spec speeds, if it has the default MB that has SATA (3.0 GBps). 
Make sure you have an extra bay for it and an extra sata connection on the MB
