I'd like to apply this to a Ryzen 5000 processor with an MA620M Cooler Master tower, I've read conflicting reports that liquid metal dries over time and needs to be reapplied. Can you please comment on that?

gamers nexus did a year-long test on just this kind of thing.  They concluded that there is no evidence that the metal 'dries out'.  There is no performance drop off after long periods of time and as far as any metric of functionality is concerned, you'll be just fine.  However, as with any dissimilar metals, there will be some chance of electron migration that can cause some discoloration on the cooler plate and the IHS.  It's safe, has no performance hit, but it would hinder some of the resale value of the processor.  I have used this on all my personal builds and can personally attest to these results.
