Does it require assembly ?

yes. very straight forward with instructions. pretty sturdy after you tighten it up. currently have two Cisco routers with a monitor/monitor mount and having no issues with build quality.

Would I be able to mount Rosewill RSV-L4000s on this well? They are 26inches deep. They aren't too heavy. I just want it to be supported well.

Ben, The rack should support the servers, just fine. You'll just need to ensure the position of the rack allows you enough room for the extra depth.
